As a teacher,  I am trying to use   free software in my own college. The problems mentioned in his letter is existing in all most all colleges in Kerala.<br \/>\nThe root cause  for this is  in the syllabus itself , rather the way in which syllabus is set.  Let us look at <a href=\"http:\/\/cusat.ac.in\">CUSAT<\/a> syllabus for Electronics and communication. ( Sorry, I can&#8217;t find it on the Cusat website. I have placed the  <a href=\"http:\/\/brainstorms.in\/pdf\/cusat_syllabus_2006.pdf\">2006 Btech Scheme and syllabus for Electronics and communication  <\/a>here.).<\/p>\n<p>See the 5th semester microprocessor laboratory.<\/p>\n<p>PART II \u2013 7 Lab sessions<br \/>\n(Compulsory)<br \/>\n1.\tIntroduction to IBM\/PC and its DEBUG program commands<br \/>\n&#8211; Examining and modifying the contents of the memory<br \/>\n&#8211; Assembling 8086 instructions with the ASSEMBLER commands<br \/>\n&#8211; Executing 8086 instructions and programs with the Trace and GO Command.<br \/>\n&#8211; Debugging a program<br \/>\n2. \tAssembly language program development using IBM\/PC Macro assembler<br \/>\n&#8211; Creating an Assembler source file<br \/>\n&#8211; Assembling source program with MASM<br \/>\n&#8211; The link program &#8211; creating a RUN module<br \/>\n&#8211; Typical programming examples.<\/p>\n<p>The DOS debug and masm are embedded in the syllabus itself.<\/p>\n<p>Similarly look at  Signal Processing Laboratory. 7th Semester<\/p>\n<p>EC \/EI 706 SIGNAL PROCESSING LABORATORY<br \/>\n1. \tFamiliarization of Signal processing tool box-MATLAB<br \/>\n2.\t Familiarization of DSP trainer kit (Sampling &amp; reconstruction of signals)<\/p>\n<p>List of experiments to be implemented<\/p>\n<p>Generation of basic  input signals ( both discrete &amp; continuous)<br \/>\nDFT and spectral analysis computation of DFT, properties of DFT<br \/>\nConvolution<br \/>\nCorrelation<br \/>\nDigital filter design-  FIR &amp; IIR Filters<br \/>\nFFT<br \/>\nSpectral estimation<br \/>\nMatlab is specifically mentioned even though all the above can be done in Octave or  Scilab. I don&#8217;t know why it was not mentioned.<br \/>\nWhen we had a university inspection some time back , the inspection committee  specifically asked for the Matlab license.<\/p>\n<p>The syllabus revision committee  generally consist of senior faculty mem4bers. Most of them are included in the committee on political lines  on on merit.
